Crime is the most worrisome social problem in contemporary Nigeria. Every Nigerian and indeed every foreigner is a potential victim of crime. The recent bombing and killings of Nigerians and foreigners at the United Nations Office in the country is a typical case in point. It is obvious that the unprecedented increase in the number of violent crimes in the country such as kidnapping, armed robbery and terrorism has resulted in a corresponding increase in the number of victims. It is regrettable and in fact very unfortunate that in spite of this deplorable situation, the needs of such victims have no provision in the country s criminal code. This is happening at a time when most modern nations have recognized the need to accommodate the needs of crime victims in their criminal codes.
