This book is based on the conference held in Tokyo on March 25 and 26, 1971, under the joint sponsorship of the Atlantic Institute in Paris and the Keidanren ( "Federation of Economic Organizations" ) in Tokyo. The cochairmen of the conference were Kogoro Uemura, president of the Keidanren, and Aurelio Peccei, chairman of the Economic Committee of the Atlantic Institute. The conference was set up by the Committee on Trade and Investment, which initiated the preparation of a number of papers on particular topics within the general field of trade and investments in the decade of the 1970's. The committee met on a number of occasions for discussion with the authors, who redrafted the papers in the light of the committee's comments.
