The orginality of this paper is based on the analysis of a case study: The twinning between the High Administrative Court of France and Ukraine. Beforehand, the ENP was analysed as a policy in general. This research reveals that through the ENP a sectoral reform is triggered that enhances the Europeanization of Ukraine`s institutions. In the light, that the EU faces `enlargment fatigue` the ENP remains an important tool to influence furtehr EU norm adoption in the neighbouring countries.
